Learn how to assess and manage land use conflict risks

Land use conflicts can arise when different activities take place near each other, particularly in rural areas where agriculture operates alongside homes and other developments. This course will guide you through the process of identifying, assessing and managing risks to help make better land use decisions.

You’ll learn how to:

  • identify potential risks in different land use situations
  • analyse risks and understand their possible impacts
  • complete and review a Land Use Conflict Risk Assessment (LUCRA)
  • identify practical ways to manage or reduce risks
  • apply risk management principles to real-world land use scenarios.

Details

Throughout the training you will acquire the performance evidence, skills, and knowledge required to maximise results and minimise risks related to land use conflict. The skills learnt are applied in accordance with Commonwealth and State and Territory legislation, Australian standards, and industry codes of practice.

During this unit you will:

  • research, analyse and interpret available information.
  • develop an understanding of the international standard for risk management.
  • determine the context of risk of land use conflicts, assess your options, and develop, review and evaluate a risk management plan.

You have 12 weeks to complete the course, with an average study time of 2 to 3 hours per week.

Module 1 - Introduction to risk and establishing the risk management context

Module 2 - Plan for risk management

Module 3 - Manage risk

Module 4 - Evaluate the risk management plan

Participants must:

  • Have the capability to engage in critical analysis, scenario-based problem solving, and group risk evaluation.
  • Be comfortable reviewing planning frameworks and applying risk assessment methodologies to rural land use scenarios.

To complete this course successfully, participants will need:

  • Reading: Interpreting planning policies, zoning guidelines, agricultural land use data, environmental setback requirements, and technical Land Use Conflict Risk Assessment (LUCRA) documentation.
  • Writing: Drafting structured risk assessment reports, documenting identified hazards/buffers, and completing LUCRA matrix worksheets.
  • Numeracy: Interpreting distance buffers, spatial separation measurements, probability/consequence risk matrices, and basic statistical land data.
  • Oral Communication & Hearing: Engaging in structured stakeholder discussions, presenting risk mitigation strategies, and collaborating on real-world planning scenarios.
  • Digital Literacy: Basic to intermediate computer skills
